1.她匯款時需要手續費嗎?? suppose not.
2.我提款時需要手續費?? yes! If the other side pay by credit card instead of echeck, there is 3% service charge.
3.我需要支付Paypal入會費嗎?? Free!
4.需要如何申請呢?? Log in www.paypal.com then register by your credit card, billing adress and bank account information.
All the above are rules for US paypal.. I think it should apply worldwide. Paypal charged on the receiver side. I am not sure the purpose of your money transfer, if it is for auction, then I suggest bidpay. better..
