Apply from outside of canada will always get fast-track then inland appl and less document needed, I applied from outside and it took 6 months only (back in 1999).Ouside applications should send to Mississauga, ON and the paperwork will then be forwarded to your local CIC office. Inland appl should send to Vegreville, AB and go from there.

Sent application to CIC on 01,Feb,2006
CIC returned application, asking for all departure dates from country since we met.
Re-send the complete application to CIC
and then, here is my e-client status:

We received your application to sponsor X on March 01, 2006.
We started processing your application on April 07, 2006.
"DECISION MADE"
We sent you a letter on April 07, 2006 about the decision on your application.
Then the file was sent to local embassy,
"IN PROCESS"
We started processing X`s application on April 19, 2006. Medical results have been received.
"DECISION MADE"
A decision has been made on X`s application. The office will contact X concerning this decision.
It was around mid June.
She had a phone call one week later from the embassy to go and get the visa, no interview
