If子句有分為2種:  1.純條件句  2.假設語氣
1.  純條件句:  動詞部份不需要向上一個時態推做變化
e.g.  If  it  rains  tomorrow,  we  won`t  go  on  a  picnic.
If子句是條件句,也就是說如果在明天會下雨的情況下
(會不會下雨,沒人知道,只有天知道),我們就不會  on  a
picnic)

2.假設語氣:又分為2:  1.和現在事實相反    2.和過去事實相反
這部份就是版大所說的,和事實不符的部份(因為是要表達和事實相反,所以動詞部份要向前推一個時態)

與現在事實相反:  If  I  had  enough  money,  I  would  buy  the  car.
事實是:  I  don`t  have  enough  money,  so  I  won`t  buy  the  car.

與過去事實相反:  If  I  had  had  enough  money,  I  would  have  bought  the  car.
事實是:  I  didn`t  have  enough  money,  so  I  would  not  buy  the  car  /  and  I  didn`t  buy  the  car.

像你說的如果中樂透的句子應該是用和現在事實相反的假設語氣來寫...所以應該是用If  I  wond  a  70  million  dollars  lottery,  I  would...降子的句子吧...而不是用I  will...
